KIELTYKA GLADKOWSKI ATTENDS A MEETING ORGANIZED BY THE POLISH DEPARTMENT OF DEFENCE INDUSTRY ON THE EUROPEAN DEFENCE INDUSTRY AND STRENGTHENING THE PRODUCTION READINESS AND SUPPLY POTENTIAL OF THE EU INDUSTRIAL BASE
On January 31, 2025, KIELTYKA GLADKOWSKI lawyers will take part in an information meeting for Polish industry entities regarding the EU structure of defense sector development.
The Department of Defence Industry (DPO) of the Ministry of Development and Technology is organising an Information Day for Polish industry entities regarding the EU defence sector development structure.
The meeting aims to discuss the directions, needs and challenges related to the participation of Polish entities in EU defence production financing programmes and the absorption of funds for business development (including dual-use and for the use of private enterprises).
The main focus will be on the currently negotiated draft EU regulation on the European Defence Industry Programme (EDIP), assuming long-term strengthening of production readiness and supply potential of the EU industrial base. Among the goals set for EDIP is to improve the adaptability of the defence industry, increase the efficiency and scale of cross-border cooperation in the EU (including the SME sector), as well as shorten the lead time of defence orders and support the industrialisation and commercialisation of new solutions.
The meeting will present and discuss the EDIP regulatory proposals and the assumptions behind them. It will also be an opportunity to express a position on the EDIP concept and the perceived opportunities to use the mechanisms included in this program. The meeting will be an opportunity to better highlight the needs and expectations of the industry in terms of EU support structures and EU regulatory proposals.
In addition to presenting the criteria and conditions for the operation of EDIP, participants of the meeting will also receive information on available funding from other EU sources – especially the European Defence Fund (EDF). The broader context will be provided by the current and projected realities of competitiveness and production readiness of the European Technological and Industrial Base (EDTIB).
Program Threads
The subject of consideration will include, among others:
– intensification of cooperation and joint public procurement by EU Member States in the field of defence supplies from the European industry,
– increasing demand for products and services of European suppliers on the part of EU Member States,
– completing and reconstructing supply chains on the EU market and building the availability of supplies and technical knowledge,
– creation of product reserves on the producers’ side,
– view on the harmonization of standards for defense capabilities,
– greater predictability of product availability (potential monitoring).
Increasing the absorption of available EU funds and accelerating the adaptation of domestic industry to the intensive structural changes in the security environment is one of the significant challenges facing the Polish economy.
